From what he said in tweets and IMO, he was talking to someone associated with the show (producer/handler) privately, not just publically on Twitter.  Millsy could have flat out said no to Kevin's original question of is it too late, but he didn't.  In one tweet Kevin asked if someone could text or dm him again...so I don't think he just did it all on a total whim, without any hope or encouragement from production.  Now, they probably had no real intentions of allowing him on.  Then again, maybe they were just going to make him look like some desperate idiot showing up late or maybe they realized the storyline they originally were thinking of introducing, with a stranger (not past bach alumni) showing up a couple epies in, wasn't going to work into the storyline the way the wanted, etc.  So, again instead of receiving a flat out no, they just left him dangling until he gave up, IMO.

Since he didn't actually make it on the show, I personally don't feel right speculating about him, his character/personality and/or his sexuality.  But it's what we do here, so to each their own.  JMOAA.
